Then, what conditions must be satisfied to belong to the second upper class?
As for the condition of the second-upper class, first, the recognized income related to income must be less than 50% of the standard median income, and at the same time one of the following conditions must be satisfied.
0) Recognized income is less than 50% of standard median income
1) A person who participates in a project necessary for self-sufficiency under the ‘National Basic Livelihood Security Act’ or
2) A person who receives a reduction in his/her burden as a patient with a rare intractable disease in accordance with the ‘National Health Insurance Enforcement Decree’ or
3) A person who receives disability allowance and a child disability allowance according to the ‘Welfare of Persons with Disabilities Act’, or
4) Those eligible for support under the ‘Single Parent Family Support Act’ or
5) A person who receives a disability pension in accordance with the ‘Pension for Persons with Disabilities Act’ or
6) Those who are confirmed to be in the next upper class through the system established and operated in accordance with the ‘Framework Act on Social Security’.
Among the conditions for the second upper class, 50% of the median income as of 2023 is as follows, and the median income varies by member of the household and every year, so please refer to it.
For example, a two-person household with a monthly income of 1.5 million won in 2023 can belong to the second upper class, and a person with a monthly income of 2 million won cannot belong to the second upper class.

Next-class property, recognized income?
The calculation of the amount of recognized income based on the property of the next-upper class is calculated by the following formula, which is very similar to that used in social security systems such as the basic pension.
Calculation of the property of the next upper class and the amount of recognized income
In other words, the recognized income is the sum of (1) the assessed income and (2) the income conversion amount of the property. The formula is as follows.
Recognized Income = Income Appraisal Amount + Income Conversion of Property
For example, a person whose monthly assessed income is 1 million won and whose property is 500,000 won in income conversion will have a recognized monthly income of 1.5 million won.
Here, the assessed income amount refers to the amount obtained by subtracting expenses by household characteristics and earned income deductions from actual income. Expenses by household characteristics include monthly average medical expenses and rehabilitation subsidies.
In the case of earned income deduction, it depends on the amount of monthly wages, but in the case of the next upper class, earned income is multiplied by 0.3.

Income assessment = Actual income – Expenditures by household characteristics – Earned income deduction
Therefore, for a family of two with an earned income of KRW 1.5 million and a person who pays an average of KRW 200,000 per month for medical expenses, the assessed income is KRW 1.5 million – KRW 200,000 – KRW 1.5 million * 0.3 = KRW 850,000.
In addition, the property income conversion amount is a value calculated by converting the price of the house, car, stock, etc. currently owned by the month, and is calculated by the formula below.
Income converted amount of property =
(General property * 0.0417) + {(Residential property – Deduction of basic property amount – Debt) * 0.0104} +
{(financial property – liabilities) * 0.0626} + property value of a car
If you have only general or financial assets, the basic property amount is not deducted.
You can calculate it by applying it to general property or financial property.
Here, the basic property deduction for residential real estate is KRW 99,000,000 in Seoul, KRW 80,000,000 in Gyeonggi, KRW 77,000,000 in metropolitan/Sejong/Changwon, and KRW 53 million in other regions.
Therefore, the income conversion of a person who owns a house worth 100 million won in Gyeonggi-do is 100 million won – 80 million won * 0.0104 = 208,000 won.
Therefore, the recognized income of the person in the example above is KRW 850,000 + KRW 208,000 = KRW 1,058,000, which is less than 50% of the median income for a two-person household, so it is possible to apply for the next upper class.
If it is determined that all members of the applicant household are unable to work or that it is difficult to dispose of property, the property amount can be excluded from income calculation if the amount of property and financial assets held are below the range below.
Special amount of property scope
In addition, in the case of the conversion amount of residential property, please note that the conversion rate is applied differently depending on the region and the amount of the property as shown below.
For example, in the case of a 300 million won apartment in Seoul, a property conversion rate of 1.04% for 172 million won is 4.17% for 29 million won (300 – 99 million won – 172 million won) exceeding 172 million won. Conversion rates apply.

Application for the next upper class?
Applications for the next-upper class can be made online through the Bokbokro website or by visiting the local community service center in the jurisdiction of your address.
When applying for the next upper class, an identification card, monthly salary statement, income statement, debt certificate, etc. are usually required, but this may vary depending on individual circumstances. At the same time, you can also complete the application for the next upper class.
When applying for the next upper class through welfare, select ‘Application for Welfare Benefits’ under ‘Service Application’ as shown below, log in, and move to the ‘Confirm Next Upper Level’ item.

How is the next upper class certificate issued?
After applying for next-upper class, if the next-upper class is confirmed, you can obtain a certificate for the next-upper class through the local community service center, welfare center, or the National Health Insurance Corporation.
