Overview of the electrical appliance safety certification system
[Electrical Appliance Safety Management Act] Pursuant to Article 3 of the Electrical Appliances Safety Management Act, a person who manufactures appliances subject to safety certification, or who manufactures them in a foreign country and wishes to export them to the Republic of Korea, must contact the safety certification agency before shipping the product (domestic manufacturing) or before customs clearance (imported products). Safety certification must be obtained for each model of electrical appliances subject to safety certification, and it is a mandatory certification system that allows the sale of only certified products to prevent safety accidents caused by hazards such as fire and electric shock and accidents caused by electrical appliances.
History of the Electrical Appliance Safety Management System (Electrical Appliance Safety Management Act enacted in 1974)
In order to prevent safety accidents such as electric shock and fire from electrical appliances, 177 types of electrical appliances with relatively high risk levels are designated as safety management subjects, and only products that have received safety certification from a safety certification agency are allowed to be sold.

Safety certification information
Prior to market distribution, electrical appliances subject to safety certification undergo product testing to confirm compliance with safety standards and factory inspections to verify whether the manufacturer can continuously maintain the quality of electrical appliances subject to certification.
This is a procedure to verify the safety of electrical appliances.
Periodic inspection information
As a follow-up management system in which the safety certification agency confirms whether safety-certified products continue to maintain safety, factory inspections and product tests are conducted at least once a year, and product tests are conducted on 11 products among the certified models.
It is conducted once a year for one representative item model per category. (Regular inspection costs are borne by the manufacturer)

Factory inspection overview
Initial (preliminary) factory inspection: To check whether the production, management, shipment and maintenance capabilities of the factory that intends to produce the product subject to certification are capable of ensuring the safety of the metabolic product.
Regular factory inspection: To check whether safety-certified electrical appliances are continuously maintained during production or distribution at the manufacturer’s factory.
Initial (preliminary) factory inspection details
(1) Check whether you are satisfied with test inspection, inspection equipment, and quality system
(2) For detailed information, refer to major review items and self-inspection contents.
Regular factory inspection details (inspection cycle is at least once a year)
(1) Check whether there has been a change in the electrical appliance manufacturer and manufacturing plant.
(2) Whether electrical appliances are produced at the manufacturing plant listed on the safety certificate.
(3) Whether the same parts as the parts list subject to safety management attached to the safety certificate are used
(4) Compliance with safety standards and safety certification contents of electrical appliances that have received safety certification

Overview of the autonomous safety verification system for electrical appliances
In January 2009, it is an advanced safety management system that classifies compulsory safety certification and voluntary safety confirmation according to the level of risk, taking into account changes in the surrounding environment such as the increase in the spread of new products due to the recent development of the electrical and electronic industry and the need for deregulation of companies. Effective from the 1st, it is a system that designates low-risk items among the current electrical appliance safety certification items as subjects of autonomous safety verification, and allows manufacturers to self-confirm and report their safety before selling them.
Guide to autonomous safety confirmation reporting
This is a procedure in which a manufacturer or importer receives a product test from a safety certification agency and, if the product is confirmed to meet safety standards, can sell it after reporting it to the relevant certification agency. The factory inspection and regular inspection (factory inspection + product testing) procedures applied at least once a year, which were applied in the existing safety certification system, are omitted. However, the validity period of the autonomous safety confirmation report is 5 years.

Overview of electrical appliance supplier conformity verification system
The manufacturer or importer of electrical appliances subject to the supplier’s confirmation of conformity shall conduct product tests for each model of the electrical appliance or request a test from a third party before shipping or customs clearance of the electrical appliances subject to the supplier’s confirmation of conformity. You must personally confirm that it complies with the safety standards, and in this case, the manufacturer or importer must prepare a test result to confirm supplier conformity.
Supplier conformity verification target information
Pursuant to Article 14-3, Paragraph 3 of the Act, manufacturers or importers of electrical appliances subject to supplier confirmation of conformity must keep the following documents for 5 years from the last date of manufacture of the electrical appliance.

Location and method of attaching markings
(1) The size of the displayed figure can be flexibly adjusted depending on the size of the product.
(2) Attach it to the product and packaging in a place where it can be easily identified so as not to fall, or mark it by printing or engraving, etc.
(3) In case of electric wire
For products other than fluoropolymer insulated wires, mark the surface of the wire every 1 m or less in a manner that is not easily erased. However, for items other than cords, when indicating the safety certification and rated voltage on the tag for each volume, the safety certification number and rated voltage (excluding neon wires) can be considered.
Each fluoropolymer insulated wire must be marked with a tag in a way that is not easily erased.
(4) In the case of light bulbs, each product must be marked in an easily visible place on the surface and on the surface of the packaging in a way that is not easily erased. However, when packaging items such as small light bulbs, decorative light bulbs, and incandescent light bulbs that are difficult to label on the product, labeling information other than the safety certification mark and safety certification number may be displayed in an easily visible place on the surface of the packaging, and for each product. Non-packaging can be indicated by excluding product classification and regional classification from the safety certification number.
(5) Products that have passed electromagnetic interference or electromagnetic wave immunity tests can be marked with an EMI or EMI/EMS mark.
