What is a Continuing Education Voucher?

1. Eligibility for application
To apply, you must be 1) an adult aged 19 or older, and 2) be a recipient of the National Basic Livelihood Security Recipient, a member of the next upper class, or a member of a household with a standard median income of 65% or less (in the case of a single-person household, a standard median income of 120% or less).
2. Documents to be submitted
The documents that applicants must submit in common are: 1) application for lifelong education pass (new issuance, reissuance, recharging), 2) consent form for collection, use and provision of personal information 3) documents proving qualifications (income verification data and consent to provide household member information, etc.) , 4) Study plan (optional).
The important thing is that the applicant does not have to submit a separate proof document. After filling out the contents corresponding to 1), 2), 3), 4), and 5) above in the online application system and verifying the identity, the National Institute for Lifelong Education will directly investigate and confirm the application qualifications according to the table below.
3. Check your application eligibility
The National Institute for Lifelong Education checks whether applicants for basic livelihood security recipients and applicants for qualifications from the next upper class have qualifications through the ‘Administrative Information Sharing System’ data, and in the case of applicants for membership of households with a standard median income of 65% or less, ‘National Health Insurance Service information Through ‘Linkage’, we check whether or not the income standard is met based on ‘Health insurance premium notice in August 2022’.
If it is not confirmed, whether or not it meets the income standard is checked through the amount of health insurance premiums paid within the previous 3 months (May-July). Alternatively, you can also check the amount of health insurance premiums within the last 4 months (May-August 2022) prior to the reform of the health insurance premium system through the information linkage of the National Health Insurance Corporation.

For a single-person household, the standard income is KRW 2,334,000, and the health insurance premium is KRW 82,112 for employee subscribers and KRW 36,122 for local subscribers.
What you need to be aware of is that you cannot apply for a lifelong education voucher if you receive a national scholarship from the Korea Student Aid Foundation within the period of using the lifelong education voucher. In other words, recipients of the first semester of the 2023 national scholarship may be disqualified from lifelong education voucher support or restricted from participating in the next year’s project if duplicate benefits are confirmed.
In addition, if the card is not issued within the deadline after applying for the lifelong education voucher, or if the card is issued but not used, participation in the next year’s project may be restricted depending on the circumstances. However, users who are unable to use due to personal circumstances, etc., may not be subject to a penalty for restricting participation in the next year’s project if the selection is canceled within 2 months from the date of selection.
Application period, application method and selection process
The application period for the 2023 lifelong education voucher is from Tuesday, January 17th to Friday, February 3rd at 18:00. Application can be made online/mobile on the Lifelong Education Voucher website.
After the application, the National Institute for Lifelong Education will investigate and confirm the qualifications, and then select users around the end of February and notify them individually (using the notification method written on the application form).
At this time, if there is an objection to the selection result among those who were not selected, they can file an objection online on the Lifelong Education Voucher website, and after reviewing the objection, they will be notified of the result.
Selected applicants can visit NH Nonghyup Bank (including the National Agricultural Cooperative Federation) or apply for issuance of an electronic voucher card (check card) online within 2 months from the date of notification of the selection result, and then use it after receiving it. Please note that if you do not receive an issuance within 2 months from the date of notification of the selection result, you will be disqualified.
Contents of Support and Where to Use
Up to KRW 350,000 per person is supported in the form of a check card so that institutions that use lifelong education vouchers can use the lifelong education course fees and textbooks required for the course. In principle, the lifelong education voucher must be used and taken by the applicant himself, and cannot be used for the sole purchase of old materials, material costs, wired/wireless electronics, and communication devices.
As of November 2022, there are a total of 2,536 institutions using lifelong education vouchers, including Pilates, accounting, engineering, confectionery and baking, beauty, heavy equipment, automobile maintenance, art, cooking, English, EBS, all-edu, certified brokers, and loss appraisers. It can be used by organizations in various fields such as English, regional driving academies, passing law academies, start-up management, drones, computers, baristas, and auctions.
