While driving a car, there are cases where you may violate traffic laws without even knowing it. Paying for parking violations and speeding violations is actually a bit wasteful. However, I believe fines and fines are essential to creating a safe traffic environment. Sometimes fines are paid for traffic violations, and sometimes fines are paid. Do you know what the difference is?

Not long ago, I was walking past a speed camera on my way back from meeting a friend who lives in Yongin City, and I felt a flash of light. The speed limit was 50 km, but when I looked at the speedometer, it exceeded 60 km. Oops~ I wanted to, sure enough. Shortly thereafter, I received a penalty notice. It was to run at 63 km/h in the 50 km/h speed limit and pay a fine of 32,000 won. Fines are also different depending on the speed limit. As soon as I received the bill, I paid the fine.

I paid a fine, but it’s the same traffic violation, but I also pay a fine. Do you know the difference between fines and fines? Although fines and fines seem to be similar, they are often confused. So today, I will introduce this problem clearly.

The difference between a fine and a penalty is summarized below in an easy-to-understand way.

A fine for negligence is not a serious crime, but it is imposed as a punishment for an act that violates social order. Violations such as speeding, signal violations, parking violations, etc.

A fine refers to the payment of money to a local government or the national treasury, even though an act equivalent to a crime has been committed, but it does not go to the execution of the sentence. Fines are for people, not cars.

Now that we know fines and fines, let’s see what the difference is.

First of all, the biggest difference is who is caught. Fines are detected by CCTV cameras, as in my example above, and fines are detected by police officers on the spot. In other words, it is a fine imposed when a police officer in the city is caught violating a traffic light.

Fines are imposed on the owner (name) of the vehicle, regardless of who is in the vehicle, as it is enforced with a speed camera. For example, even if my son is caught driving my car, I will be subject to a fine. Since the fine is a spot enforcement, it is imposed on the driver who was directly driving the vehicle.

I received a fine due to the speed limit and paid it right away, but if I don’t pay, I will pay extra. If you still don’t pay, your license plate will be removed. (Disposition of notification under Article 163 of the Road Traffic Act) I have seen public officials who go around to keep license plates in case of late payment of fines and other taxes.

Fines can be reduced by 20% if paid in advance. If you’re going to pay, it’s better to pay sooner rather than later. If you receive 121 or more penalty points, your driver’s license will be revoked. If the penalty points given along with the fine are accumulated, it can go to the level of license cancellation. Please also note that your driver’s license will be suspended if you do not pay the fine.

Let’s look at the difference between the disposition when fines and fines are not paid. For example, in the case of car signal violation, the fine is 70,000 won by adding 10,000 won to the fine, and there are no penalty points. The amount goes up a little, but there are no penalty points (15 points), so there are no disadvantages such as license suspension and insurance premium increase due to the increase in penalty points. The fine is 60,000 won and an administrative penalty of 15 demerit points. In case of non-payment, an additional fine is imposed.

So far, we have clearly summarized the difference between fines and fines, but the biggest difference is the difference in the penalty points imposed on the vehicle owner. To summarize once again, fines for negligence are not identified as the driver cannot be identified when caught by a speed camera for violating traffic lights or speeding, so there are no penalty points and only a notice is sent to the vehicle owner. Fines are imposed by the police on the spot at the time of violations such as illegal U-turns, not wearing seatbelts, and signal violations, so there are penalty points.

If you look at the statistics of deaths due to traffic accidents in Korea, shamefully, it ranks first in the OECD. Safe driving and law-abiding driving cannot be overemphasized.
