모바일 운전면허증◆ Pilot introduction of government-certified ‘mobile driver’s license’
The Ministry of Public Administration and Security and the National Police Agency have been pilot issuing mobile driver’s licenses to 80,000 people on a first-come, first-served basis since the 27th of last month. Currently, issuance work is in progress at two locations, the Seoul Western Driver’s License Test Center and the Daejeon Driver’s License Test Center. The mobile license system is scheduled to expand nationwide in July after a six-month trial period.
At this point, some people might be tempted to say, “No, I’m already using it.” But this mobile license is different from yours. Let’s not be confused. The existing one is a driver’s license verification service, not a mobile license.
Naver and Kakao are implementing driver’s license verification services to increase user convenience. The driver’s license verification service only allows you to verify your identity through the system and does not prove that the information is the original driver’s license.
However, unlike the driver’s license verification service, the mobile driver’s license is issued directly by the government, so it has the same effect as the existing physical (plastic) license. It can be used in place of a resident registration card.
The mobile driver’s license can be used equally in all places where current driver’s licenses are used, including public institutions, financial institutions, rental cars, car sharing companies, airports, hospitals, convenience stores, liquor stores, passenger terminals, and lodging facilities.
◆IC driver’s license·QR code…two issuance methods
There are two main ways to obtain a mobile driver’s license. One way is to obtain an IC driver’s license and visit the driver’s license site, and the other way is to simply visit the driver’s license test center and obtain it on the spot. All are installed through the ‘Mobile ID’ app.
If you want to replace your existing license with an IC driver’s license and receive it directly, install the ‘Mobile ID’ app on your phone and apply for an IC driver’s license on the ‘Safe Driving Integrated Civil Service’ website. Afterwards, visit the designated driver’s license test center or police station to receive an IC driver’s license, run the mobile ID app, and recognize the IC driver’s license on your smartphone. The replacement cost is 8,000 won.
To obtain a QR code by visiting the driver’s license test center in person, install the ‘Mobile ID’ app on your phone, visit the driver’s license test center, and then apply for a ‘mobile driver’s license.’ At this time, after submitting the issuance application form and completing identity verification, you can take a photo of the QR code on the window monitor using the mobile ID app and install it.
A transportation authority official said, “Recognizing your mobile ID on your smartphone is the same, but the method of replacing it with an IC driver’s license and then issuing it is more convenient in the long run because you can own the IC card and do not need to re-register after replacing your cell phone.” He said.
◆Wait time 3 hours… Also available on the ‘Government 24’ app from April
Since the mobile driver’s license system is currently being introduced on a pilot basis, it can only be issued at the Seoul Western Driver’s License Test Center and the Daejeon Driver’s License Test Center. IC driver’s licenses can be received at eight police stations, including Jungbu Station and Jongno Station in Seoul, and six police stations, including Daedeok Station and Yuseong Station in Daejeon.
As a result, it has been reported that work progress is slow due to the influx of people from all over the country who want to issue licenses. According to the Road Traffic Authority, since the official launch of mobile driver’s license issuance, more than 1,000 cases have been issued every day.
On the 11th, as soon as the counter opened at 9 a.m., about 200 people applied for issuance. An on-site employee said, “It takes 3 hours just to wait for the issuance,” adding, “Even this is an estimated time and it may take longer.”
Issuance is expected to become easier starting in April. This is because issuance is now possible through government apps and PASS apps.
The three telecommunication companies and the Ministry of Public Administration and Security decided to start a pilot service in April of this year and launch a formal service through the ‘Government 24’ app in the first half of the year and through the private platform PASS app in the second half of the year. After going through the identity verification process through Government 24/PASS, users can authenticate their identity by displaying their identity verification number (QR code) and resident registration card information on the screen.
